SEOUL, Oct. 23 ( Yonhap ) - South Korea and North Korea sealed an agreement covering the daily operations of the secretariat of a management committee of the industrial complex in the communist country , the South Korean government said Wednesday.

The Unification Ministry said the agreement is attached to track broader pact reached on 29 August that formally created the joint committee. The committee opened its doors on September 30 Seoul gives equal voice in the operation of the Kaesong Industrial Park, located in North Korea.

In the last agreement outlines the hours of operation, meetings, exchanges of information , travel , communication and emergency protocol .

Under the pact , every possible amenity is offered to staff assigned to the secretariat located within the complex of Kaesong to enable officials to carry out their functions.

The two sides also agreed to exchange information and hold meetings regularly in order to enable the secretariat to act as official liaison office between Seoul and Pyongyang.

The South, on the other hand, have allowed the establishment of three lines of communication between the secretariat and Seoul. Communication lines can increase if situations warrant such action.

Before Seoul and Pyongyang to agree to reopen the inter-Korean industrial park on September 16, the Central Office of Directorate General of Special Zone Development North Korea , which belongs to the government in Pyongyang , ran the resort .

The complex, which is home to 123 South Korean factories, was closed by the North in early April amid rising tensions on the Korean peninsula.
